When I found President Ellis dead, I was leaning heavily towards 'whatever' about it.
Politically, his death has some significance to those who didn't know about his betrayal of the United States, but I always had the impression he was just there to provide political cover for the bigger conspiracy.
For me, killing President Ellis doesn't signify a resolution of the story or the defeat of the unseen enemy, just as the death of Faye Lau doesn't bring closure to The Division 2.
It feels like there's a lot more story to be told, so I'm at a loss as to how the end of the current manhunt was initially thought to be the conclusion of the game.
Ellis was probably a pawn. I mean...we still got Sokolova at large, and she is the one who hired Bardon to form his BTSU. We got that bald guy Barden talked with in a restaurant close to White House, he is either lower than Sokolova, or he is one of the financers of Sokolov Concern, that helped Sokolova to form Black Tusk.
Anyway....russians....and russians. That will be the next possible story, if Massive will have the courage to continue, after the many shlongs delivered already to them, and still more on the way to be delivered for their major screw up.
Sure, they can add a story to explain the origins of the hunters and their connections with the black tusk. I mean, in past, hunters were hunting division agents, and even rogue ones, but in Division 2, we can see black tusk, hunters and rogue agents working together. So what's the catch?
And still, we've killed Faye...yet we've keeped Bardon alive...he is probably the only one left alive after an encounter with the Division. And kinda sad to let live the enemy that caused so many deaths...but kill an undercover Division second wave leader that has the purpose to eliminate one of the major reasons (Ellis) why the situations got worse after his betrayal.
Imagine like this. In almost every situations, a president is weaker than a government (which has alot of money). Same here...Ellis is the president, yet the "guys with money and power" Black Tusk...ran by Sokolova, the founder.
Still, no love for White Tusk. They are literally the mix of the strongest factions in Division 1 and 2. LMB + Black Tusk. Would be great if in a possible...."future"...to fight em in order to reach Sokolova and his possible partners, and end them for good. Just imagine...White Tusk + rogue agents + hunters, fight 3 strong factions in order to cut the head of the snake.
He had always been a puppet from the start.
If he was not a puppet, he would stay with Division and help them to get the country back in order, not betrayed them, and get his *** killed. Truly, he deserved what he got for being stupid and betrayed the division. I also wonder if the Division will betray us and we become the next Faye Lau or Keener.
Typical high profile politician, only in it for what they can get rather than the people who they're meant to represent.
At the point where he dies, society as it was is at the point of moving on from the big governments we currently know and will be splintering into the smaller states and fiefdoms. Every ingame faction is pretty much that, a tribal society of some kind carving out their own chunk of what was.
I think it was the BSG reboot that had a similar story thread about clinging to the ideals of money and wealth over the needs of society as a whole.
