Does seem long but looking at the 15 weeks that takes approx us up to E3 June 15th to 17th, probably for the announcement of maybe The Division 3, or maybe new DLC/Expansions for this game.

15 weeks would place us the end of May/start of June. So no DLC? But announcement of D3? Seems likely.

Because of all the server downtime means it'll take many players that long to actually have a fair crack at it lol

Because the servers kick plays out - so they expect it will take so long to finsh the season LOL
