When you start early development of a project it is always done by a small team in order to first decide on what the gameplay will be like, what the abilities will be, what actions are needed in order to develop the technology.
Only after the core fundamentals are set in stone do you bring in a bigger team.

Keep? How about START. in the last year we've gotten Summit. That's it. Seasons of recycled missions on a timer do not count as new content. We need DLC. Missions, map expansions, new game modes.
