Never happened to me, at least not until now

Players with bad builds (and crying babies) who didn't adapt to The Division 2 gameplay
Occasionally occurs: some NPCs, sometimes, (hello Hyenas red bar) think they are Hunters
It ALWAYS happens, whenever I die it is the fault of the game that is cheating ... damn developers
There is a division here in the forum on this subject, some say that they have already suffered absurd damage (above normal) and others claim that this does not exist that is a player with a bad build, who does not know how to go into cover, dodge, etc; so which of the options below do you think best represents the reality of The Division 2?
Personally I think it's delayed server response.
I can usually handle Heroic pretty well, unless sometimes I go from full armor to health emergency in the blink of an eye.
Does it happen often? No, but this kind of things tend to stick in your head way more than the normal gameplay, so it creates a feedback loop that makes you feel like they're always happening.

It's the most likely scenario. It's much more likely than malicious devs creating code that dynamically shifts damage just to punish players who are otherwise doing well.

When the problem is not with me, then it is non-existent, it is the crying of others, incompetence, bad build, the PLAYERS have to adapt to the game.
But when the problem is with me, then it exists, the developers have to change the level design for the GAME to adapt to me.

How about you learn to respect points of view different from yours? It is not because you have not experienced a problem that it means that it does not exist.

Regardless of which option I win, I will not touch on this topic in the forum (you can save my words and rub it in my face if I talk about it again), even if 100% of the forum agrees with me, I am tired of this subject.
I have to go with the server lag - when skills are not communicating client to Game they just sit there or they disappear its a lag issue. ( they are still there you can't command or blow them). I could see the same thing happening a barrage of bullets coming on a lag from an NPC - most people have experienced this lag. Its been an issue for quit sometime of course without any acknowledgment from the game maker. They were unable to fix the skill issue because they know its coming from a lag on the server.
