    Why is it a cooldown/waiting period

    Why is it a 30 sec cooldown/waiting period after you used the teammates for some sync shots?

    Because that's the best they could muster, when transplanting a mechanic that doesn't make sense outside FS, without putting any serious effort adapting it, into both WL and BP.
    One of the prime examples of this studio's utter clueslessness when it comes to game design.

    Honestly, the cooldown is there to balance the mechanic.

    Even though it may attempt to account for range and line of sight, it fails to do so in a way that's reliable, and can very easily and intentionally be used to kill enemies that are well out of a reasonable range and line of sight(Inside buildings, undergrounds, flying helos, etc.).
    It effectively is just a user "select" and "delete" tool for enemies.

    Without the cooldown, you could very easily use it to complete every mission in a fraction of the time, without ever using your own weapon.

    I think the ultimate proof that this mechanic was never meant to be used in the context of an openworld game, is in the fact that there's no cooldown at all in FS, where it belonged.
    They could've better implemented it in WL and BP, simply by restricting it to contacts that are within line of sight of our team mates; mark somebody that isn't and the AI will be forced to move in order to find an angle on the target, something that they used to do even in FS.

    Which, after they told you seventeen times to put on a silencer - even on an already silenced gun - makes a lot of sense that their first shot out of the sync shots is with a loud boom. You try to silence a muzzle-loaded musket.

    I've limited myself to using it only to eliminate the dual helos that always come when I am doing a snatch and grab faction mission. I hate the aim bot helos too much. Watching those dudes continue perfect shooting while their entire helo is in flames and plunging to their deaths is just a sh1tty design too far for me.
