I used to play this game quite a bit when it released, but soon quit the game after I hit level 40 in the Warlords expansion. I think the nail in the coffin for me at the time was me grinding out the events so that I could get the guaranteed exotic loot crate, only to unbox an exotic pistol that I would never use. The lack of replayable content for a solo player like me also reinforced my decision to quit, I was so bored of playing strongholds over and over while being rewarded with garbage loot. This was also the time where enemies were super tanky at higher difficulties and all the builds I ran could never put out enough damage to stay alive.
I don't know what gave me the itch to come back, but I would like to know from people who are still playing if the game has improved at all? Are enemies still super spongy and are the loot drops still inconsistent? Is there anything new other than the Summit that has been added for replay ability?

If you don't like repeating content with different builds that change the gameplay.....then Division 2 probably isn't for you. Summit is the only new piece of content, and it's not really all that exciting. It's just a place to farm specific items.
That being said...build diversity is at an all time high. There are so many different ways to play right now, that it's pretty amazing.
Enemies can seem bullet-spongy if your build is weak. Likewise, if you're not practiced at the game with a good build...enemies will seem to be juggernauts that fire OneShot(tm) rounds that kill you instantly. But if you spend the time to gear up, and practice, the game has a lot of fun in it.
Also, if you're going to come back, wait until the new patch on tues. Optimization will be made super cheap, meaning even "bad" drops can be made into god-rolls with a little bit of farming.
I recently returned to find more gear options and the ability to upgrade your gear. At the moment it is far to costly but is getting a solid reduction in mat requirements in the upcoming patch. Gives another option to working up to God rolled gear.
As far as replayable content goes. It is basically the same. By definition replayability is doing something over and over. Even if there were a bunch of new missions since last you played you eventually will just be repeating them.
I'm enjoying my come back, taking a break from AC Valhalla for awhile. Leveled a new character and enjoying the various build options.
Just don't get your hopes up to high for summit. You may like it but I found it to lack in creative design. You can't even look out windows to see the city.
Old stale content and 99.99% trash loot are the staples of this game. If montonously doing the same CP's and Missions 300 times, just on a timer or not, for almost zero quality rewards doesn't suit you, you don't want to come back. If/when they drop a major map expansion, then think about it.
