If you are truly SHD 1500+ and you're complaining about the difficulty of a Level 4 CP, you truly have something wrong with either your build and/or playstyle. After all of the HUGE buffs to weapons and armor (and of course the new exotics like the Memento), this game is so easy now, if you are experienced. Also, I see a lot of poor tactics by people sitting in one spot. Try moving around with cover-to-cover moves, and looking for flanking opportunities and not camping, which the AI picks-up on very quickly, and rightfully so.
Also, and I don't know your build, but Glass Cannon is a typical culprit for a lot of these comments, such as yours. That build is a very nice buff to damage, but makes you exceptionally vulnerable to incoming damage, so be wary of your usage of that talent, if applicable.
Otherwise, I find nothing wrong at all with the difficulty in this game, and frankly, at SHD 2000+, it's far too easy, to the point where my clan and I solely play Legendary right now. Please don't blame the devs or the game for your personal issues.
I must be playing a different game because i never get one shotted by a red NPC not even on my all red sacrifice build.
The only time i go down fast is when i play like rambo (or when someone steps in front of me when shooting with firestarter)
Oh and before you ask , i only play heroic or legendary (except those time trial runs)
To be completely fair, there are times when I'm using my Perfect Glass Cannon build where a Redbar plus something else hits at the same time, and drops me in under a second. The thing I don't get is that the first instinct of these kinds of players is to react by claiming bull5h1t and believing the game is cheating them somehow....rather than simply repspawning/reviving and trying to figure out how to do better next time. It's like...I want to tell them: Look. Even if the game IS "cheating" to do more damage to you, imagine how much more satisfying and bada$$ it's going to be if you manage to beat that part of the game anyway. You Got Gud.
I know which one I choose. Because yeah, sometimes there ARE games that aren't worth playing because the time and frustration spent to overcome the BS just isn't worth it. But in the case of The Division 2, it mostly is(at least when the bugs aren't out in force on any given day).
And ultimately, if you're a player that's not having fun. Go do something else. Anything. Take a shower. Go for a walk. Play another game. But whatever you do...for the love of god stop asking for the game to be made easier because you didn't get a flawless no-hit run in a videogame.
