I'n on PC, so it appears that by holding the "s" key that's the method to get the most distance and minimal drop - in both free-fall and under canopy.

Do not hold the "S" key. do short taps with it about 2 seconds apart, you will see the strings move half way.. Holding it will slow you down and you will get no distance.

Simply wondering - what difficulty level as well as did you recon w/ drone prior, to see if any NPCs were in the area that constitutes the front part of the bldg and main gate area?

I set mine to Advanced and didn't even think of using a helo when I noticed that there were NPCs located in the direct path to the roof.

Oh... See? That's the stupidity of this game already to have the difficulty settings under its own menu. I never looked at Ghost Experience Parameters before.
But alas, all Extreme and maxed out:

Anyone have a successful BASE jump?

Yes. Though you probably shouldn't do it from the mountain you're on, but the higher one next door. Or from the one that the drone canon is on. So helicopter over, then you have ample room to spare to get onto the roof of the building.
My video will show two helicopters, because the first time I jumped off, the game didn't register I was holding my space bar. So I just slid off the mountain.

And then when I got onto the base, it had dropped my MK14 (because of looking at the Tactical Difficulty for a previous post, so at one time I had 1 gun slot) and I forgot how to command my AI team members.

You can fly with a helicopter to the base and when you're very close jump off it and parachute on the roof of the building. That's what I did.

Personally I'd like to improve my para jumping skills (as that seems more logical) for getting to the roof - as in:

Well, as I said, I couldn't.
That video is from the very first time I tried it.
The second time I nicked the mortar and blew up.
The third and fourth time there was a sniper up there who saw me land and alerted everyone, so dead doctor.

The last time I actually did the mission, I parachuted in just like everyone else.
And if only we could shoot while parachuting down as in your video.

(Now I'm waiting what happens to my unclaimed prizes when the event ends in 4 days time)
