12:46 UTC, the Ubisoft Connect client is now launching correctly, and this agent is back in DC !!

Definitely some issues at ubi's end.
Been getting constant unable to sync achievment messages for past few days and when I log in I'm always placed into US west not europe and the eventual option to find a better one puts me in asia or the middle east.
Left my PC downloading overnight only to find that uplay had decided to close itself at under a gig of the breakpoint patch, which I suspect is probably a lot smaller than the 18gigs if they actually patched based on current version rather than clumping ALL patches into one massive lump of pointless bandwidth blocking.
