So I have this exact same problem, and I have been working with Ubisoft support for almost two days now - we have exhaustively tried every single step that I can think of - from reseting my hosts file, and making sure my router's firmware was up to date, to uninstalling and reinstalling both AC:O and Ubisoft Connect several times.
Nothing has changed - the Animus Control Panel still sits at the loading screen forever. I have a feeling that this may be on Ubisoft's end, and I hope that they are able to patch it or something like that!
Here's a bit of an update - after exhausting all of the leads on my end, (and working with Ubi support for like 3 days now), the Ubisoft support team told me that they are going to excalate this problem to the dev team to review - hopefully that may mean a hotfix or a patch or something if it is on their end.

@Phalanx114 - I’m glad you were able to escalate the issue, I tried all the fixes that Ubisoft Support suggested with no joy either.
It’s another broken feature at the moment and I really hope they take the time to fix it, I only recently started to play Origins and to be honest it’s as good as Odyssey in my opinion - it’s worth the effort.
Thanks for letting the community know - now we just have to hope that support really do escalate the bug.
Another small update - the same as Phalanx114 I've been working with Ubi support the last few days as well trying to resolve this issue. They have told me that the issue has been passed to the dev team to take a look.
The support team were awesome so all we can do from this point is wait and hope they fix it.
About the problem...
and the support team... they try to help me on a reasonable way but I do not think they can make magic...
According to my feelings the whole game "such kind of consol version" and after somebody had the idea that they forget for PC... I mean how you can give the same key combination to the Animus Control Panel what is already for NVIDIA....

After reading some forums, it is recommend to run the program as "administrator" for me it does not make difference it is simply not working...
I hope the development team as "after market repair" comes up with a patch or what ever to fix it...

I got again "support" - I mean nice that at least they try to keep me "entertaining" but it is still not working...
