Ubisoft two hours is a joke.
I had an issue with the payment not going through, after months of no issues with it, and was told to change the way i pay, which i cant do, so, i did the request to recharge my paypal, and was told it would be charged within 2 hours. Well, its been 6 hours, i have tried it 3 separate times, only to have it not even try to charge it even once, so, anyone else have this issue? Did it ever go through? How long did it take? This is the third time i have had issues with Ubisoft+. I think they do this crap on purpose in the hopes that you will just get tired of it and buy all their games outright. Well, once i finish the last two im on, which arent even new games, im done with Ubisoft until they get their **** together.

Most likely the issue is that Ubisoft does not offer 3D Secure in their web shop. So if you live in an EU or EEA country, your bank is obliged by law to stop the payment. This is based off the PSD2 directive and Strong Customer Authentication (SCA)
