Why was it broken though? I never thought Shinobi was difficult to deal with. Only complaint ive had is their ranged GB being super cheese lol.

Broken is quite the wrong word in my opinion.

Problem with his design is that you can’t really buff it without either staying to weak or be to strong, the entire moveset is kinda flawed to the core.

It was only really working because shinobi had very unfair properties like Super Armor which ignores everything in the game on a lot of moves, moves that out right went aginst revenge rules, his back flip after attack basically evading almost any follow up or counter attempt and the bug that allowed you to chain dashes.


I would kinda state that shinobi is the most flawed character in design in my opinion.
