For BP's flip, you have to be in fullblock, and press light attack, which activates Bulwark Counter- anything contacts you while you are in it, you will flip the target. Conqueror, on the other hand, only has to keep up the fullguard, if anything hits his guard during that, he just presses the heavy for the guaranteed punish. However, BP's can counter unblockables and bashes as well, but he has to time the counter.

You can change target in fullblock without exiting it.

Does the flip for BP sit on the same timing as a parry?

Well, yes. If you try him or fight him, there is a small white icon for a few miliseconds if he misses it. That is the duration when if you contact him, it is flipped. He can fastflow into this from attacks, so if you for example deflect a heavy, he has the chance to get into there- but he actually has to anticipate to be deflected into an instant deflect followup, and if you think you will be, you can be punished by parrying. Or the opponent can just deflect into a guardbreak, which always beats Bulwark Counter.
