    Downed players.

Why does it take so longer to pick up certain players while others are pick up really fast - what determines how fast a player can be picked up. I have picked up players in combat really fast while others its like committing suicide it takes so damn long the enemies are all over you.

When a player loses all their armor & health, they get downed and are bleeding out. They can crawl around a bit. It's relatively quick to revive them in this state.

If they take more damage or bleed out, they collapse like a lump. Then it takes a lot longer to revive them. Sometimes massive damage skips the bleeding out bit and jumps straight to this.

I was speaking of downed players only and it is different reviving them.

Incoming repairs attributes? Some players have it stacked. Some players have none.

I'm actually not sure if it affects revives but I would assume it does.

i dont think incoming repairs has something to do, because its only related on the amount of healing skills do to the player

That's actually a good question. And by extension, if Incoming Repairs effects it, does maximum health or armor also? Like if a person has higher SHD level and more health, it actually makes it take longer to revive that health? Man...that would be bizarre if that's how it worked.

    try holding your guts in

if you are downed and hold the space button it will mean you can be revived quicker... if you are completely down (bled out) then there is no difference

It is based purely on Body Mass Index. At this time of year with all the festive eating, it does take a little longer to revive people.
