The access key is needed for opening the big cache, not the door.

Look at the wall to either side of the door. There should be a yellow box on the wall with a blinking red light that has wires running to the door you can't open. Shoot the yellow box and the door should open.

Yeah, there's one of those yellow electrical boxes you need to shoot, then the door will open. Then you use the yellow key you picked up to open the loot box.
