Not worst pc, really low fps

Is that normall that on 1060 6gb, i5 7500 and 8gb ram game on low settings is absolutly unplayable? In every other game all work perfect. Maybe i should have more than 8gb of ram memory cause right now is like photo album. Any idea of the reason?

    Long list of possible causes...
    To make it short:
    Monitor/Resolution?
    Faulty input devices?
    PSU?
    Thermodynamics?
    Hubs for input devices?
    Device Manager?
    Faulty IO Cable Set?
    Faulty Storage Device?
    Faulty RAM?
    Faulty VRAM?
    etc......

    Edit:
    Software:
    All Users Processes?
    Overlay?
    Virus?
    Faulty Drivers?

Okay so, i check PC with antivirus to be sure and all is okay.
Next what i did was check condition of my ram memory and disc, here also is okay.
When i start the game all processes are off, only ubi and the game.
Also when i have game open i see how much the game uses my cpu, gpu, ram and disc and here is also okay, sometimes my ram memory is close to be 100% thats the reason i was thinking this can be my problem but i saw yt video when people on the same ram + recording had good fps on high settings. My actually is like 30/40 and game freezing when i run on the lowest settings i can have.
My resolution is 1920x1080 60hz, but on lower resolution is same. All possible drivers update i make before too.
I make data integrity of the game. In every other games like gta 5, witcher 3 i have not problem on high settings.
Now what i can do is reinstall of the game or all system cause i have no more idea of this, or just 8gb of ram is to low for this game after updates. I play last time in 2019 and then all was perfect.

A quick graphics config reset is what I would suggest.

Quit the game. Go to this directory.
    Documents\My Games\Tom Clancy's The Division 2

Delete or back up this file.
    graphic settings.cfg

    And start the game.

Hope it works. If not, you can try the different re-installations as you were going to perform.
