The game is not balanced. The devs should make changes constantly until they can make the game fair for all (but at least for the majority of) the players.
And the game is a Live Service (sort of), it's meant to change constantly.
That's how ever fighting game is tho. There is always the best and worst characters in each fighting game. It is very and I mean very difficult to make a balanced close combat fighting game. These things also take a lot of time to. They won't choose some are ideas or most because it's a lot of work to do. This video was clearly made by a higher skill player, even without "cool" moves like light parries, or deflects, or whatever. He just plays smart and clearly has some real skill.
