I have a hunch about this issue and I'll repeat what I posted in the Steam forums here for visibility (in case FH support don't really care about what's going on in the Steam forum):

Honestly, I wouldn't be surprised them completely neglecting to update the Steam version's integration with their new launcher platform- after all, this game really isn't in their list of priorities unlike Siege and their yearly AAA release titles.
Just to add - we shouldn't give Ubi a free pass on this issue regardless considering the issue itself is in relation to DLC specifically paid for as "early access". It costed real-world money to unlock the hero early along with other doodads and not by just using any Steel player accounts already had accumulated over the course of playing the game.
Imo, what makes this even more frustrating is that this is paid-for content that has been unavailable for 3-4 consecutive days which they have not yet even resolved, and the DLC itself has not been temporarily pulled from the Steam store page to avoid any additional purchase attempts by other players only to encounter the same problem. Personally, I'd consider this as a form of complete gross neglect.
