And you are also correct about there usually is a maintenance period where the servers won't let you log in to the game, even if you have the patch.
As for OP's question, usually the patch goes live together with said maintenance, so to answer your question, there will most likely not be a pre load.

The may have -- actually6 probably have -- improved the process and integration with ubisoft connect. It used to be that there was a client patch and a server patch, and the client patch was not at all integrated with uplay. By that, I mean it di8dn't show up as n update in uplay, didn't upatde throguh uplay, and what happened is when you launched it, it woudl launch the game and connect and then say "you have to download a patch and restart". I haven't seen that in quite a while, and it always was a pet leeve because uyplay (now ubisoft connect) exists for a reason, and one of those reasons is to manage client content, downloads, etc.
It was a waste of the players time to force them to launch the game, connect, then to download whatever patch -- and it didn't even auto restar the game client after downloading the patch data!
To say it was a tad unpolished as a client management service would be putting it lightly.
