Apparently the game will launch if you rename ImmortalsFenyxRising_plus.exe to ImmortalsFenyxRising.exe, even if you only have the Ubisoft+ version.

This worked. Since there is already a ImmortalsFenyxRising.exe in the folder as well, just rename it to ImmortalsFenyxRising.bak.exe and then rename the plus one and it works.

I can confirm it worked. I still kept the original exe by renaming it to fenyxrising_original.exe
