That's not actually true about the slot machines. I worked in a casino for 5 years. Casinos are given a certain leeway to set the percentage chance of payouts within a certain range which is regulated by law. Different machines have different payouts, depending on the style. The other thing you said was interesting as well. There's a couple of things I wonder about: Do you think you need a "jackpot drop"? Or is it just that you really want it to keep the game interesting for you? You said you have 300 hours, but how much of that has been spent in heroic or legendary?
I'm not asking to crap on you. I know you don't like my point of view on the game. But I also have very rarely gotten a "perfect" god roll(100% in everything). That doesn't stop me from enjoying the game, or clearly heroic/legendary. If your entire enjoyment of the game is banked on getting perfect drops, then that's a pretty high bar that sets you up for disappointment.
I've argued for a LONG time that directives should increase loot quality instead of giving more experience. It's a risk vs reward idea. And the more directives you have on at once should multiply the chance, since each one increases the difficulty more than they would individually.
