Didnt they say it was intended to work without requirements and there is no problem with it?
This is REALLY important to know, my favourite build is using Ongoign directive and to get damage bonus from causing status effect, all because OD is probably the worst gear set in the game so the EP backpack actually working without the set was a godsend for PVE since you could make a few combos AND also made the ridgeway exotic that is still kinda bad an interesting combo compared to Bullrush + Intidimate combo that is VERY strong.
So you either ruined a lot of people's build in PVE because of PVP or you are not explaining properly

So another useless nerf cause the last 20 remaining non-cheating pvp people complained (since they stated before its intended to work for itself).
Basically the patch is only PVP-related. Scorpio nerfed. Backpack nerfed. Some minor challenge ****e fixed. Useless gearset added.

In PvP maybe nerf it to 25% or even 20% and leave it as is.
