So I decided to test if it was a regional issue. I have a UK PSN account but moved to Ireland more than 5 years ago, I'm still using my UK account since I'd had it for so long.
As I purchased my two games from a local Irish store (GameStop), I created an Irish PSN account and tried to upgrade on that, but still no option to unfortunately. Figured anything was worth a shot at this stage, I still don't want to create a random TR account though.
@Ubisoft If your QA department is having problems replicating this (localisation?) issue, I would be more than happy to work with them to try and fix this
I don’t believe at this point Ubisoft have any intention of rectifying this problem. There’s no way after this many days they haven’t found a solution yet. They know exactly what encoding is involved to authorise the PS5 entitlement. It’s certainly not the customer’s responsibility to be swapping notes and comparing CUSA (region) codes, etc. However, I understand people’s frustration and why they are doing it, although (as clearly illustrated here) these attempts are fruitless and amount to no response or assistance anyway. Like I say, I believe Ubisoft have no intention of resolving this issue, and are either fobbing people off or hoping enough time will pass and people will eventually give up. I at one point suggested taking legal action for false advertising and violation of customer’s consumer rights and wouldn’t you know, my post was promptly deleted (so I’m now copying these posts to reddit and Twitter, archiving everything, keeping a record of Ubisoft’s responses or lack thereof and noting a timeline as well). Don’t misunderstand, this is an extremely serious situation, one that isn’t being resolved within reasonable time and with utterly unacceptable and unprofessional customer service and communication from Ubisoft.
I will add, keep in mind now how Ubisoft have recently applied several patches to games within this same timeframe. Patches that require coding, QA, and review & Authorisation from Sony, and yet nothing has been done to provide customers with what they’ve paid for, in the case of Watch Dogs Legion PS5 upgrade, under false pretences. Needless to say, there will be no future purchase of Season Pass, Helix Credits, or other Ubisoft published software in the foreseeable future. Consequences.
People seem really really mad at this! Is it not a problem with the PS store on the PS5 though? - I imagine Sony are faffing around trying to fix their own issues before taking on Ubisofts??
I'm going through the same thing - UK disc with no upgrade to PS5 available - so I do understand.
I have to say though the game runs a lot better on PS5 (in PS4 mode) than on the PS4. You can safely drive around without the framerate tanking. I got about half way through the story until I realised it was still the PS4 version
I think I'm just going to switch and play a different game, until I hear it has been sorted, hopefully that is soon!

So, I'm not that worried since it's only been a week and I believe that the issue will be corrected shortly. Even if they have discovered what's causing the issue already, they will have to wait for any fix to be approved by Sony which also adds to the time involved.
At the end of the day, it's not like we can't play the PS4 version while we wait - it's disappointing yes, but hopefully soon we will be playing the PS5 version and forgetting all about this even happening.
