[Performance]Game doesnt want to reach 60 fps even in low | Forums

I got a problem with ghost recon wildlands and i cant get a 60 fps in game even when i turn it to low but in when i do performance test on medium settings it easly reaches 60 fps and few months ago it was running smoothly on nearly 60 fps on medium ,now its kinda laggy and it hardly even reaches 50 fps on low/medium is it hardware/software problem or its just this game bad optimalization,
My setup:
GPU:gtx 1060 3gb
CPU: i3 8100
Ram: 8gb ddr4
Win 10 64bit
