I still say recalibration of every stat plus talents, but make everything u put in the library one times use, this would be much more useful with how recalibration works in this game, plus one time use of stats and talents would keep players grind for max stats as long as they play, where as now players that have max stat they don't need no more. Optimization was useful in d1 because gearsets had a set talent and had to have all 6 pieces, u could recalibrate 2 stats, there where not as many build combinations. The "ultra casuals" are the ones that pay for the game. There aren't as many hardcore players as you seem to think. If they cater to the hardcore crowd, the game would literally die. They'd be down to hundreds of players instead of tens of thousands.
For me, and I was a TD1 player from day 1 and before that in beta trials if honest, bringing in the Optimization table signals just one thing - the countdown has begun towards The Division 3 in roughly March 2022.
It happened in TD1 when the table was brought in and a couple months later, TD2 was introduced and we players were told how long the devs had been working on TD2. After this announcement, it was countdown time just like it is now, for me, with the table soon to appear.
TD1 did have other updates, new gear, new weapons etc.... but I found them to simply be more trials to what 'may or maynot' appear in the future TD2 game and this is how I will now see things in TD2 from here on - simply a trial for new possibilities for TD3.
I don't think a d3 will be any time in the next year, d1 came out March 8 2016, d2 came out February 9 2019, I got d1 in December of 2017 for 10 dollars and the optimization table was there or came shortly after. So its close to the time for a easier method of maxing builds, I just can't see the devs going for optimization versus recalibration with the system set up in d2, i know optimization will not help me because my stats r maxed, my problem is get the right talents, and I'm assuming I'm not the only one. Optimization will only help new players and players that dont want to grind for max stats, which has been made fairly quick on legendary Summit, I get around 8 max stats over 10 floors, but 2 recalibration or all and one use stats would help everyone, i think all and one use stats would make grinding for more gear more meaningful and give players something to for the next year or so. Either way d2 has atleast another years to year and half. Assuming they r working on a d3 and if making ps5 games isn't harder to do.
