Well, the deluxe edition content (the gameplay one, at least) should already be a part of the game you download without having to download anything extra. The big download button you see next to the Deluxe edition extra content SHOULD download stuff like the soundtrack, Lineage movie and a couple of other extras. I tried doing it myself and as you said, it doesn't start downloading anything, so there are clearly some issues with this extra content and Ubi should look into what's wrong (thanks in advance if you look into it, guys).

Then again, you are not the first person to have issues with Deluxe editions of some older Ubi games. I had some issues with Far Cry 3 Deluxe edition not connecting to Uplay servers (I can't remember how I fixed that) and I had a long-term issue of connecting to AC Brotherhood servers with my Deluxe edition (I texted the support many times and I even told them that the solution that fixed it for me was getting Uplay+ and activating the AC Brotherhood Deluxe edition from there, which means that there definitely was something wrong with the way Deluxe editions connected to Uplay servers - it's almost like they weren't activated at all). I told Ubi support on Twitter anything they could have needed for this issue, but I'm not sure it ever got resolved (or even if anyone in the technical support heard about this). If it's still an issue, then it would be great if someone at Ubi looked into what's wrong.

Anyway, does your multiplayer work at all? Are the 2 characters simply missing there?
It should be fixed now, I had the same issue for years, contacted support multiple times but all I've got from them was only "sorry, online functions were disabled for AC Brotherhood, also you can't access the DLC because of this" until I contacted support 2 and a half months ago, they tried to convince me once again and provided me with a link to multiplayer servers status, where it clearly said that server for brotherhood was online for ps3, xbox360 and pc.

I bought the game from steam and provided screenshots of everything working in that version of the game, also screenshot that says that servers are online for brotherhood, and they contacted back yesterday saying the issue was resolved.

Basically what I've found that only thing that was different between the game versions is the OPTIONS file generated inside game save folder when game is launched, which stores a link to a multiplayer server. I deleted this file and launched the steam version to see if anything is different, and yes, everything were working as expected after this file was generated by steam version(also this file contains all unlocked achievements and you will need to start a new game to get them again, also it contains unlock status for DLCs, uplay rewards like 10 bullets pistol upgrade and some outfits, unfortunately game can't modify the link inside this file so you will need to delete it in order to get access to multiplayer and dlcs).
