Yeah none of the settings except the RTX ones will do anything to framerate for me. I turned the game to the lowest possibly resolution, lowest visuals, lowest rendering quality, to the point I could literally not see what's on the screen because the quality was that bad. And it STILL ran like 30-45 FPS. Like what the hell.
Your not going to get 60 FPS with 4K. People just dont realize 4k has 4 times as many pixels at 1080p. It requires 4 times as much processing to display. 60 FPS in 1080p = about 15 FPS in 4k. SO my question is do you think your GPU can deliver 240 FPS at 1080p. Even at 40 thats equal to about 160 FPS in 1080P. 60 FPS 4k is still a dream with the newest GPUs with some of the latest games although it can be achieved in older games.
I have the same issues except in first mission and when looking at the map. When looking at the map, my GPU load goes to +90% and CPU load stays around 50-60%. So please, do whatever you did in the first mission and map screen and copy paste it everywhere else thanks!

He's right. This game is not optimized well. A well optimized game will push your GPU when it needs to. This is why you get horrible frame pacing and constant dips when cruising around the map. The GPU is throttling for no reason. CPU is also not utilized efficiently. DX11 bottlenecks my i7 9700K while using 65-70% of my 2070 SUPER and DX12 uses about 45-60% out of each core at any given time. Deux Ex Mankind Divided somehow uses DX12 more efficiently. lol.
