    Sure benchmarks aren't accurate but that is besides the point, you can still use the base guideline to see an increase or drop in performance on yourself which can then can be compared with yourself, forget the actual FPS number itself, pay attention to how much your FPS gains or drops. It's the same thing as weighing yourself, you can get 2 different weight using 2 different scales, but the difference amount between the numbers should relatively be the same so one scale could show 25-30 and another scale could show 60-65, my point is the difference is still 5. I hope you understand what I'm trying to say.

    Here are my system Specs:
    Operating System Windows 10 1909 18363.1139
    CPU: Intel(R) Core(TM) i7-8700 CPU @ 3.20GHz
    GPU: NVIDIA GeForce RTX 2070
    GPU Driver Version: 457.9
    RAM: 15.93
    VRAM: 7.84

    Here is my result using a 1440 resolution:
    Minimum FPS: 27.08
    Average FPS: 59.84
    Maximum FPS: 76.28
    1%% low FPS 53.11
    0.1%% low FPS: 35.86
    Frames rendered: 5358

    Here is my result using a 4k Resolution
    Minimum FPS: 23.61
    Average FPS: 38.69
    Maximum FPS: 57.61
    1%% low FPS: 29.39
    0.1%% low FPS: 26.36
    Frames rendered: 3464

    As you can see even though I used the same settings for both resolutions, changing the resolution itself from 1440 to 4k, I take a performance hit which lowers the FPS by 20-25.

    Ok, I tried your settings, also have the exact same Windows version and driver. Same result, cannot get 60 fps no matter what, GPU usage is also very low and no CPU cores are maxing out. I don't know what it is, I've never had this problem before to this extent at least. My only theory is that my 1600 mhz ram could be too slow or my CPU architecture is too old. I have no idea how you and others ae getting good performance. I also tried changing the runtime and that did nothing.

    Actual gameplay. I'm not far into the game but I have been exploring the city. Performance while driving is smooth on my end, no drops. I'll try to get some proof later. Don't have time to play until around 10PM EST

    I am running an OC 3900x @ 4.450 all core and a 3090 RTX Aorus master OC 1950mhz - 32GB 3600 RAM CL16. Very Similar Config to yours.
    The game running Ultra/High/Medium raytracing with DLSS Quality/performance - without DLSS, Still ends up on 55-80 FPS. Average 62 FPS.

    This game need some serious optimization. there is a 5% fps difference in all DLSS and raytracing setting.
    All other settings to MAX- ALL! 1440p

    My GPU is aroung 75-85%. Never hitting 100%!!!!!! With or without RT (and no its not a bottleneck i checked no core over 60%)

    You're running a 4790 dude, you're bottlenecking your card in this game. This game requires something like a Ryzen 3600 or i7 9700K and up. Lower your settings. You're GPU is not going to be fully utilized because your CPU is holding it back. This game has ridiculously high demand when it comes to CPU. I think the AMD CPU's run with this game a fair bit better than Intel CPU's.

    You'll be fine with Cyberpunk though, looks like that game has high GPU demand.
