    2080 ti extremely low FPS

So in Watch Dogs Legion, it performed well during the first part of the game. When I went onto the streets, my FPS would hover around 40-45 FPS no matter how low I turned the settings. The weird thing is my CPU usage is completely normal but my GPU is pegged at around 65% usage. I don't seem to have this issue in any other games.

    My specs are as follows: i7 4790 3.6 MHZ, 2080 ti, 16 gb ddr3 1600 MHZ.

I already updated graphics card drivers, restarted my pc, verified the integrity of the game, and just downloaded the latest update. None of my CPU cores are maxing out. Benchmark also works just fine

You can't just say there is a problem with the game, list your specs and get an answer. You're missing a lot of information such as the resolution of your monitor, you also need to post every setting in the game you're using.

Saying it's on Ultra doesn't explain anything, the word ULTRA doesn't mean anything because it has no universal definition. Ultra for one one person could be just high settings for someone else despite it still reading ultra

Stop telling people the settings don't matter because you have no clue what you're talking about. You somehow think that all you need to do is throw around your computer specs and say the game has a problem.

You like many others somehow have this idea in your head that because you have all this high end hardware, you can just run the game at any settings you feel like, without consequence, because you think your hardware supposed to be able to to handle it, and when something happens you pull the game is broken argument, I'll just tell you this, the only way for you to be able to play the game the way you think, is you need to double your hardware.

You are so misinformed, it's pathetic.

Everyone's hardware IS MEANINGLESS without posting the settings they're using because they absolutely impact how the game runs.

Here are some things that do not care about your hardware....
I have all my settings and play the game on 1440 I will get 55-60 fps, but change the resolution to 4k while keeping the rest of the settings exactly the same, I lose over 20 FPS, and that is just from the resolution alone,
If I turn up ray tracing from Medium to ultra my game crashes
The FOV alone will cripple people's FPS and can cause a crash just by changing it from 70 up to 80.

Performance hits of considerable amounts happen when you change something as simple as the size of the game screen itself while in windowed mode.

See anything weird? Also my monitor is 4k. I've turned resolution down to 1080p, all settings down etc and no matter what I never get above 45 fps.

I see you have no problem playing the game, I've seen other people play it fine as well. I'm just trying to figure out what could be wrong on my end and if there are any other potential fixes I can try.
    Thanks.

Edit: During the benchmark and the first part of the game (before you get to the streets) it runs fine. On the streets I get like 40 fps.

Just been googling around for similar experiences with other games. Have you tried setting your power plan to high performance in windows? That seemed like one fix for some people on another game.
