    Can't finish Westminster

    See title: Basically I did all of the activities and then the clocktower mission, it completed, and my game still doesn't have Westminster as completed. There's nothing I can do to finish it. Was hoping to get the spy character, but can't it seems for the moment. Going to try the area with the hitman to see if that one works.

    Update: Finished Nine Elms. It finished at least, but I didn't get the hitman I was supposed to. Awesome. So now I'm out two of the best operatives you can get. Can we make it so skilled operatives can be found in the open world more commonly (or at all, since I don't think I've ever found an operative in the open world remotely close to what I've seen the skilled operatives can be).

    Do you realize that finishing an area only grants the ability to recruit someone.

    UBISOFT always does a half-*** explanation, and the way they've explained this was atrocious, The way it's explained is that Finishing special missions will add the actual NPC to your crew. The word ADD in that sentence is misleading, the word add means the NPC is unlocked and ADDED to the world for you to recruit.

    No it actually adds one to your crew. I saw it happen in multiple streams unfortunately.

    i have the same problem finished westminster done the clocktower mission even got that spy recruit but when i played next time when game load ,westminster was not done and i got no spy recruit anymore it look like game not saved completition of westminster i play on PC btw. Problem is that i CANT liberate westminster agaian cuz there is no mission there anymore

    I realize this doesn't help your current issue, but you can find skilled operatives in-world. I found another Hitman who looked better and sounded better than the one I was awarded for finishing Nine Elms. He hated Dedsec at first, but I was able to recruit him.
