    I switched my map to normal and I was surrounded.

    So my map is always in Challenging but last night I switched it to normal just to run through the manhunt and 100% of the time I was surrounded and I was fighting in the open world and all the factions were fighting too, it was the craziest the game had every been. Once I finished the manhunt I switched it back to Challenging and hardly saw any NPCs to kill.

    I noticed a lot of faction v. faction warfare while working on the manhunt this week. But I noticed that Black Tusk was frequently involved. But this week a lot of the manhunt activity was in invaded locations/regions. So maybe that was why. It seemed I could just stand and watch. New faction members would appear from wherever and just run past me into the faction battle. A friend I was running with for a while also commented on it. Maybe after clearing the manhunt (which included an invaded stronghold and therefore the precursor invaded missions this week) the Black Tusk presence was trimmed back enough to reduce the npc conflicts. I was running manhunt on challenging so it would seem global difficulty wasn't a factor.

    It happens. I've had similar experiences, but it depends on the areas. E.g. If you capture the control point north west of the White House, but leave others, there will be lots of clashes between patrols the CP sends out and enemy patrols in that area. I've had fights where there were at least a dozen friendly NPCs on my side in that area. Absolutely mental.

    The area with Solar Farm and Sinkhole is also a good one, Lots of patrols there.
