FIX THIS ******G BUG.
I shouldn't and won't even explain what this is because it's been a thing for FOUR YEARS SINCE LAUNCH.
You have ZERO recognition or FAQ to troubleshoot it and it has been a persistent bug affecting ALL PLATFORMS since this game has launched.
What the actual ****.
[PC] I've got the same issue. Seems to happen nearly every day since the recent Halloween update. Have tried starting the game through Steam and uPlay in case that had something to do with it, did nothing. The fact that this bug blocks off the offline single player mode as well is just the worst.
Did Properties > Local Files > Verify Integrity of Game Files, it wasn't able to verify one and said it reacquired it. (Didn't say what file, of course) Most of the time the issue shows all game modes as low activity, and the caution sign "REQUIREMENTS NOT MET", and also the orders are all blanked out. Sometimes, after restarting the game several times, the orders will show, but all modes will still be "REQUIREMENTS NOT MET."

If you have not tried it, please perform the connection steps on our guide here. Then, if this error message continues to pop up in-game, create a support ticket and provide images of your port forwarding, in addition to your network info and the name of the Internet Service Provider that you are using.
