Dude, you have great ideas, but let's be honest, they already know that. They won't update the game to a point we could call "decent". The game didn't sell good and they put a little effort few months back with the addition of immersive mode and they cancelled the new raid for it. The only udate we are going to get is the two next TU's and that's it. With more new games coming, their thoughts are exclusively on those games. February it's gonna be the last time we are going to see some content on the game. It's sad I know. You countless times said Wildlands mechanics they clearly didn't put into the game by design decisionc (or lack of it), because the game failed in every aspect. I enjoy the game, don't get me wrong but I try to be realistic. At any moment you'll have to accept the fact Ubisoft is a company and its focus is money and Breakpoint isn't and probably won't give them any.

If you think Shields in The Division "Ruined the game" then you really must be a terrible division player. All you have to do is shoot at the feet of enemies charging you.
Or if its outcast shoots the view hole near the top of the shield for headshots.
The only annoying shield if any is the Sniper Shield of Rikers because it has no weak point unlike others.
Also to point out you are confusing an Actual Military on the Battlefield and an Occupation force.
Shields, you won't see on the battlefield because you expect troops to walk miles and have to face combat situations on the move so it is impractical.
But in an occupation force on an unarmed island, you do not expect Civilians to be running with high powered caliber rifles. You expect riots - so yes Shields would not be surprising. More importantly, you are talking about a high tech island with crazy tech. So making Ballistic Shields with advanced armor composites again is quite realistic in this game universe.

The thing is, Sentinel were employed to act like the islands police force, not a military unit. So therefor it would make sense that a Sentinel QRF would operate more like SWAT or SRT. And those types of units will regularly use ballistic shields. So the best way to ensure that you don't have to deal with NPC's using a shield, is to target the radiomen early, so that they cannot call in reinforcements.

A RIOT Shield is not a ballistic shield ffs. They are tools of the whole escalate/deescalate process and are waaaay out of focus on auroa. Or do you think the civilian snowflakes want to protest and riot in front of their labs (probably because someone is getting in their hair?). Riot shields work in a shieldwall, not as a single item.
Ballistic shields are somehow usefull in cqb, but again - very specialized item, nothing you would haul the whole day through the woods because of "maybe". This is stupid.
On Auroa both would look very displaced. So okay, there is room for more displaced things in this game, the sky is the limit... We allready have minigun wielding behemoth guys, so what harm could a shield guy do...
