BTW Iam with you - when Centurion starts to spam this unblockable moves you have only two options which are 50/50. I remember year 1 when Support told me that Shugoki knockdown on charge have to be removed because it is 50/50. So Devs made Shugoki drop down from S tier to "big useless target".
Centurion's jab is an 800ms attack at it's fastest. So no. You're way off on the numbers. As I already explained to you in your other complaint thread Cent's charged bash is the weakest of the group of charge bashes because it has the worst tracking allowing people to get a dodge attack into heavy finisher confirmed. And it has the shortest feint window of them as well. While you can "react" feint to GB someone who severely late dodges on warmonger and Warden you can't do that with Centurion's jab.
If you're fighting a centurion who just continues to light bash light attack them. Lights cause a small hitstun which means you'll be able to interrupt them before the charged punch gets armor. You can't do this if you get hit by or block a heavy, but Cent can't loop that on repeat so you should only have to deal with it occasionally.

The move barely costed anything if you were canceling it often. You could cancel on reaction for a GB/CGB. It was protected by his super armor and knocked you over wether you were oos or not. Which then gave him a free heavy or if the Goki player had practiced a bit, could stunlock you to death by doing the knock down into DE on repeat. There was zero counter play to the charge if his armor was up and very minor counter play if it wasn't.
You're forgetting this was back in the day when dodge distance and guard switch times were not normalized. Meaning other characters struggled a lot harder against trying to avoid this move at all.
Shugoki's charge was nerfed because Devs looses in payed tournament against YouTube player. BTW I had Shugoki as main and charge was punishable if you know how. And zou can not spam it because you had to be in run against enemz and it was not possible in many scenarion. And because Goki could cut the charge short and GB/CGB trying to GB him out of it wasn't a guaranteed way to punish it. Another similar situation was back when Raider had his un-nerfed side dodge into GB. It shut out any and all offensive play because of how safe it was. You could technically "counter" it by feint baiting into a light to interrupt the dodge. But Raider could just not commit to pressing GB and block that attack. If Goki's old charge mix up wasn't busted than the tournament players using it would've known how to easily combat it. But they didn't. Conq has plenty of things going on now. He hasn't needed to only dash bash for a long time. You're just required to actually learn his kit in order to use all of his great defensive options. The CCU has some what made his infinite viable too. Does this mean Conq is fun to play/not needing changes?
