Back when Iron Horse came out it was revealed (or simply highlighted) that the more damage you do to an NPC, the less likely they are to continuously shoot you through your damage. If I shoot an elite on Hard difficulty, it won't be able to shoot though the damage i deal. It will stop shooting for a second, its body visibly being affected by bullets I land.

Why not adjust this for legendary difficulty so the damage we deal actually affects them and not just their armor bar? If a legendary elite would behave the same way as that hard elite (though at a less extent since its legendary difficulty) then the game wouldn't seem like such a bullet sponge fest at higher difficulties. Not saying it should be easier, but to see that our min maxed builds actually affect them would be way more satisfying than what happens now.

Please consider this.
