Yup. Any faction could be just as dangerous as the others with proper balancing. I still remember Rikers in NYC being tougher dan BT, so it's definitely possible.
They should make more of the 'trait' of each faction. E.g. BT has gadgets (no need to change a lot there), Rogues have skills (also good), Hyenas have spice, Outcasts have disease, etc.
Cleared it with a group of fellow clan members. I have to say that with a group this is pretty enjoyable....as long as you don't do too many floors in one session. We had some pretty epic firefights in there and got a lot of useful loot in the process too (Heroic + 2 directives). Will probably run this more often.
Having played the whole thing, what would make this perfect for me is more variety in environments and objectives. In its current state it's best enjoyed in short stints, alternating other game content in between.

Floors 20, 40, 60, 80 and 100 are a set, unique level with a boss fight. Floor 100 is already done, but there are other skyscraper amenities that could be used for those floors. Spa? Pool/Fitness? Conference Center? Restaurant & banquet hall? High end residence? Corporate lobby?
Potentially include windows [like floor 100] to allow a burst of natural light? Create a randomized Manhunt [each time you restart at floor 1] with a Rogue Agent on each of those floors, with the majority of the 20 floors leading there being a specific faction?
Also, as they update the assets for randomized floors.. I would love to suggest "borrowing" design ideas from Nakatomi Tower..

The set pieces I find most interesting are the corporate office type of floors, where you have relatively small rooms, cubicles, side paths, upper and lower fow and whatnot. That makes for some real good cover and CQC action. Had some epic firefights there. More of that in different settings please.
What doesn't do it for me: the big open rooms with hardly anything in it (the industrial bits).
I like it as a change of pace. Being able to set my own targeted loot is a real plus.
Drops... I mean, I don't actually NEED much loot anymore. I'm already running mostly perfect or near-perfect pieces, and any keeper loot is incremental in nature.
CP4s have been flat out crazy with ads at times, sucking in multiple outside groups from the area around the CPs in addition to the normal CP spawns & the expected Resource Convoy/Patrol spam. I'm talking non-faction outside groups constantly getting sucked in, like BTSU teams into a True Sons CP4. (Like, you're getting Elite BTSU grenadier spam on your head from behind, or Elite sniper dogs shooting you from behind while you're trying to fight True Sons on the other side.) It's a little excessive sometimes... and it's constant at every CP i've done so far (solo and group Heroic).
Summit is nice and peaceful. Very focused experience. Yes, boring in some ways, but given the stupid level of chaos I've had since this last patch, a little boring is okay for me.
More floor variety would be good, of course. (This does not mean increasing the rate of drone encounters.)
