There's two distinct types of players the No Rewards issue has been affecting. This is why there's confusion as to the commonality of those experiencing this problem and why it's not generally a bigger issue within the FH Community (it doesn't affect the majority, lack of understanding the issue: No Rewards regardless of how long they wait). The two types of players are:
1. Players from Iran and possibly other Sanctioned Countries. There likely may be others besides Iran, but I haven't seen reports (best to include them, just in case). All players from these countries have this issue regardless of platform, internet connection, or status of Live Services. If they're from that type of country, then they have this issue. Using a VPN has produced results for those that have done it (ie it's using a different IP from that VPN that's not from their region). Though it's much harder for console players to do this and if they do, then there's still the issue of a Live Service status (ie, you'll likely still need to activate it).
2. Console players from all other countries with an inactive Live Service subscription (PS Plus or Xbox Live). Activating it sees immediate results. Again, this does not apply to players in the above category, they will still have issues regardless of their PS Plus or Xbox Live status. This only applies to everyone else from all other countries. I have yet to see a PC Player outside of a sanctioned country with this issue (if there are, I'd like to hear them to gather information).
Those are the only two types of players with this problem. If there are others that don't fit those descriptions, I haven't seen them. Just because those symptoms of this "Bug" are similar, that doesn't necessarily mean it's due to the same cause. This is why there's confusion as to whom it affects and why (ie Iranian player with PS Plus vs a US player without PS Plus). This may not be a Bug either, at least not in the general sense, and is more likely due to an error or mistake applied between Oct 20-22nd that hasn't been investigated. There's three key events the Devs need to look into, all within the same timeframe.
1. The Oct 20th Maintenance on the global infrastructure. This is the very likely source. Some saw issues starting at this point.
2. The Oct. 22nd Patch 2.23.0. Not necessarily the patch itself, but in how it was implemented in the netcode. Some didn't see issues until this point, but unknown if they played two days prior. Still must be considered.
3. The transition of Ubisoft Club and UPlay into Ubisoft Connect. This can't be discounted as this process was overlapping. Their systems more connected now within that networking structure and something may have been overlooked. While Iranian players could play For Honor before this issue appeared, Iranians couldn't access systems like Uplay+. How the Ubisoft Connect transfer fits into all that, I don't know, but it's something that the Devs need to look into if they can't find any issues with #1 or #2.
There's two distinct types of players affected and the cause may or may not be the same. Those three events are the key to the problem. One of those might be specific to one group of players while another group might be specific to another event. There might only be one cause or it's a combination of those events. That's for the devs to figure out. If I had to guess, there was a critical error during the global infrastructure Maintenance that's not recognizing accounts with IPs from sanctioned countries and somehow is also not recognizing inactive Live Service accounts (either from that specific event or with the netcoding of that latest patch). Besides fixing the issue, the Devs need to consider this: There was a patch today that appeared not to have fixed this particular problem. Most patches come on Thursday meaning if there's another, it'll be after the three week Otherworld Event is over. At this rate, whenever it gets fixed, those players will have missed out on the whole Monsters of the Otherworld Special Event's loot, past exclusive event loot, Extra Loot Fest advantage, Steel earned, XP earned, other normal gear drops, wasted earned or paid for Champ Status, Troops Assets for the FW, and no progression towards the Season Battlepass (especially, if they paid for it). These are likely customers that paid for the game at one point and/or have been faithful, longtime players.
This is not a connection issue on the players' end, but a direct result of a mistake by the For Honor Team (or another Ubisoft team) at their higher networking level. Having these players pay for an unneeded service shouldn't be the solution. Even though it's a smaller segment of players, the Devs need to figure out how they can help these players. Otherwise, that's just a bad look, PR wise. The silence on the matter, two weeks in, hasn't been helpful.
