The season we just got out of had it as reward i believe around level 30 and skin we got later on, so i think it could show up in another season as reward or it could just be the season we finished and otherwise i would just recommend opening named caches when those events happen, i finally got The Virginian the other day from named cache, and have gotten 1 or 2 dark winter from named caches as well got a few back with golden bullet event.
So if the DZ is not your thing would recommend doing events and season levels when they are available so you can get some of the exclusive or locked away weapons and such.
Do events where you gather stars, buy Named Crate for 8 stars. Last event I had 14 named caches and got 2 Dark Winters, Rock'n'Roll, Death Grips and Hollowman Mask (among other junk) which are DZ only but do show up in named caches. I think named cache is really only thing worth getting with stars, ymmv.

The key is to not rely solely on the stacks. My set has 132% CHD to start with. Not great, but good. Two seconds in (shooting) and I'm running a 172% CHD.
It has good range and accuracy too. Probably my only wish would be a higher rpm, but if that were the case then CR would probably be the "meta" SMG and they'd nerf it.
Oh well. Underrated. Overrated. Who cares. If it's fun, do it.
