I'm just gonna throw a guess it's about anti-cheating issues regarding chronus and other stuff, they are "plug-ins" accepted by the consoles (so Sony and Mycrosoft control them) and obviously they have priority over single games using their hardware, so even if ubisoft disable supports for certain plug-ins, they are still accepted at a hardware level that makes the game obey.
Plug-ins and add-ons are euphemisms for cheats in some areas in Asia where it is said that cheating is considered an acceptable part of their culture. This is the reason you will see a lot less effort put into Anticheat in games in the future. The Asian market is huge and gaming is a very attractive way of making money for them.
Any decent Anti-cheat will see a game shunned by the vast majority of talentless... self censored.
