Personally I would like to see them expand on 2 rather than going for a new one. I think with the release of new consoles though, it makes sense to move to 3. Without the introduction of those next generation consoles, I think expanding on 2 would be the right thing. If they do move to the third game in the series, they have got to get a different engine in my mind.

I voted Division 3.
Not only would I like to have a winter setting again, I also loved the panic, desperation, and survival themes from the first game, over the rebuilding theme from Division 2. Being in the middle of society falling is way more immersive than dealing with what comes after, in my opinion.
Gameplay wise, I feel Division 2 is already in a too overdeveloped state. Too many dead features that are hard to get rid off, and too little opportunities to build upon.
