So this week I've gone through the Summit solo on challenging. I have now gotten to floor 100 and so far have had two attempts. That may be my only attempts as this battle is so **** that it makes a sewer seem pleasant.
The problem with this battle (and some other similar battles) is that Division agents are supposed to be the best of the best. So it would seem like they should have the best gear and abilities too. This hunters outclass the agents in every way, especially damage and armor. It doesn't make sense. Plus, the difficulty ramp-up from the rest of the Summit is insane.
It may be that I try again with a build specifically designed to fight them, but the bottom line is:
I don't want to fight them because it's just frustrating and that means bad game design for this fight.
It does feel like across all floors you're running Heroic then suddenly bang you're on Legendary. Then you have to restart the whole floor again before refacing hunters.
The "Difficulty" perception applies to missions as well.
The problem with Legendary difficulty is not the high difficulty. It is because of the effort and time to finish each mission section and unless you reach end boss you have to start all over again.
At least in Heroic even if you have to start over, its easy to breeze through back to where you were.
Hence why people play it safe to cheese through it because death is unforgiving and restart in match making means 1-2 people will likely quit. If you were allowed to only restart from mission door checkpoint then I guarantee people will start adopting less safe, more risk to clear quicker and more fun gameplay.
Legendary is not all about difficulty. Complete awareness, patience, team work talents and communication to not make even a single mistake. It is the wipe that causes frustration not how hard NPCs hit.
Give us checkpoints during missions and give us checkpoint for summit 100 Hunters. The difficulty is fine.

Using a hole, when monsters are not rushing on you past some point is pure cheese. Most leg content can be cheesed in that way. You just stay in the previous room and safely shoot monsters using scope-shield glitch (another cheese btw)
Congrats, although the point of the discussion is not whether you are able to complete it, or not. I have completed it before with someone on heroic, but I didn't enjoy doing it.
