Just remove it, everytime I go in there to try to get a better time it makes me want to uninstall the game. It's literally a mission that should of been a one off. You do it to progress the story and you never have to go back to it. It's a lame mission. Even on hard keener has like quadruple hp then any other named boss in hard difficulty missions, not to mention he throws skills like rice at a wedding. Then he has the massive emp, which means any skill build is seriously outmatched, even dps builds can get overwhelmed because you don't have skills and you only have so many medkits before you have to run out of cover to pick up more.
Don't use the excuse oh you don't have to complete all 60 points in a single week. Some people actually like to accomplish something for a change.
I knocked it out first go at 14:15. I lost a lot of seconds because I didn't know where I was going, or what I was doing, because I don't like the mission, so never replay it. It's very possible inside of 15 minutes.
Perhaps you should focus on what you are able to complete and get the easy points after next reset. There is no penalty for not completing it in the first week.

I don't know what it is but i struggle like mad on this mission. All goes very well until mini razorback.Right before this fight you get hit by an EMP. For whatever reason I ALWAYS lose the ability to use both my skills until the EMP at the quadcopter. And then the Keener part, the first bit is just a waiting game, no issue there, but then he shocks you and jumps down. and then its playing a game of hide and seek. I even stood where he jumps down, by the time the shock wears of he's at the other side of the map, spamming skills.
Sometimes the mission is the problem.
I like Liberty Island because it takes me out of my safe space and makes me think and strategize a little.
Your character has slots for different builds, and ideally you should have different builds for different situations. If you are always or nearly always using the same build then you are not making full use of the game's strengths and weaknesses. If you are a predominantly a skill build user then the final two stages (especially the Keener stage) can be a challenge, so develop and use a non-skill build. Keener is not super-strong, he appears strong because of his healing drone. Always destroy it ASAP and then he is vulnerable.
I personally find a shieldtank build with armour regen and armour-on-kill to be most useful in the two final stages of Liberty. Emeline can knock those pesky drones and proxies out and benefit you at the same time. Easy Peasy, Lemon Squeezy.
The only time I had problems with this mission was when his drone was bugged. Since they fixed that it isn't very hard to complete the mission. If you can get a 10/10 is another story but personally I couldn't care less. This week I have 50/60 which is fine, tomorrow will do Wall Street again and I'm done. Really don't see any reason why you should complete it in the first week. And if you are so desperate to finish the mission with a 10 you will just need to find a way to achieve that.
I always take my Bullet King on this one for the final part. What I've noticed is that if you can keep him under fire he won't use that many skills. And the ones he did use are mostly on the other side of the area when you start chasing him. I did the mission many times during this week and with a team that doesn't hide and waits it isn't that hard. You can literally take him out in 10-20 seconds depending on the firepower of team mates. But you need to try and get him cornered as soon as he jumps down.
If you want to do the mission solo you need to find a build that fits. For this I like having the shield that reflects all the bullets he shoots at you, so he actually kills himself while you're standing in front of him. First priority in the last section is not to let him take cover because then the skill spamming starts. And he can literally drop them under you, they just appear randomly, and this maybe the thing I don't like at the moment. Which is more less same with rogue agents, their skills also seem to appear out of nowhere.
Yeah the real problem is the timer. Out of Wall Street, the Tombs and Liberty Island, Liberty is the longest and Wall Street is the shortest. Somehow the shortest gets the longest timer (18) and the longest get the shortest timer, go figure.
