Their RNG is broken & my guess is that they don't have single clue on how to fix it. The sad part is finding out this is intended in order to force players to play the game in a sick & demented manner.
The issue for me is not that it’s elusive or hard to obtain, or however you want to spin it, it’s the waste of time. I enjoy the game. It’s basically what I play. Having a %chance on normal and hard is basically an insult. If you have a remote chance to complete the legendary floors you can pretty much sleep walk normal and hard. The crafting materials from deconstructing trash gear is irrelevant as well because let’s face it you are trashing the majority of what drops on challenging and heroic anyways. Normal and hard should be like the pistol farm in Iron Horse. Complete it here is your piece. Starting with the challenging floors you can go % chance. They basically admitted the first 50 are pointless by unlocking 50 as a start point. Again I enjoy playing the game. I have way more time in than I should, but it is fun for me. I enjoy playing. I do not enjoy playing normal and hard over and over for a chance for a piece to drop. Basically will turn into the college because people will get tired of it. Then just wait for a clan member or a friend to drop them one once they have it in their loot pool. I love making you run all 100 floors. New mode 1-100 floors and go. Fine with that. Just don’t require folks to waste time running normal and hard over and over and over again. That’s all I’m saying.

So one should not expect to roll the die 6 times and see a 1. But if one rolls that die 30 times and still never sees a 1 -- that is a loaded die or something else is at play.
So if the designed chance truly is 20%, and one makes it to the top of the Summit without getting 5 of these drops, then that isn't actually delivering a 20% drop chance.
That said, my mistake was starting on floor 51. Lol.

Summit should just give you the exotic component for each tier, off an "end boss" or whatever. There's no challenge in running levels 1-9 over and over and over waiting for a drop. There's no fun in it. No reward in the drops. It's just a pointless waste of time. No one is going to see your vest and think "Wow, that guy is great at running the same trivial content over and over again... what a Class A Division player!"
Honestly, the only "pride" in the vest is showing that you beat the Summit so you could make it a drop off Level 100 and it would serve the same function. But I get that Massive wants you to "experience" all 100 identical floors and give people a sense of progression as they go up so making the pieces guaranteed drops would serve the same purpose. The only thing making them random does is painfully stretch out the content with required trivial grinding.
