The percentages ain't absurd for normal/hard/challenging....why? Because The Summit was brought out way too late in the game.
At launch that would of been fine.....but asking us to run over stupidly easy content over and over again (for some) is repetitive.
Ok after looking at it again maybe the following would be better:
Normal: 35% chance
Hard: 30% chance
Challenging: 25% chance
Heroic: 20% chance
Legendary: 15% chance

Sheeple see 40-35-20% on Ubisoft's RNG & thing that IT MUST DROP. No! It doesn't drop.
I did Hard 4 times & the piece didn't dropped. 0% is also part of that RNG. Just because they say that something will drop it doesn't guarantee it. The RNG has proven itself to be broken in this game since day 1! We still have players hunting for 1st year exotics. I, for one, haven't seen a 2nd Coyote's Mask since WONY dropped (thank Geebus for the season reward).
Redoing the same damn thing just because they can't properly code something in from the 1st try is not an ideal game design mechanic. Then, and only then, if we report the issue with video proof like a damn business case so that they can figure out how to fix it. Because Ubisoft has clearly proved that NOBODY plays (not to mention proper QA testing) this game within.
While I'm not too fond of the drop chance, my bigger issue is having to redo the finale for the project.
I don't care for Summit, beating it once & setting up the last floor for friends to jump too, that's all.
The project should be available once you beat it the first time regardless if you have all the components. If you don't have them all, you simply have to keep farming for them. Unless someone stays glued to the wiki or SOTG, how the hell are casual player supposed to know clearly the process to get the project to show up. Good job devs.
I think a lot less people would be complaining if the reward for a grind wasn't another grind.

Disclaimer: I don't care about the vest, at all. So I really don't care if they change this or not, I'm not grinding for it. But peoples complaints about these asinine grinds are valid, despite what the usual suspects like to claim.
