Because the person you hit is on the ground. Ground punishes don't execute.

Pretty much this. Now Orochis heavy deflect on the other hand, I don't know why that doesn't execute.

Side Note: I would love For Honor 2 to have ground and duel executions.

They'd have to add ground executions to the game, so not just valk but jorm, cent etc would need it too. Although is does seem a little stupid that getting the big damage off on ground hitting chars denies you the execution (I get the 4v4 ramifications would suck but still, if it was something where only the person on that put them on the ground gets the execute seems fair enough, if likely a pain to add into the game). kinda the incentive to not use their special moves. Imagine if a warden didn't get an execution for killing someone with his lvl 3 bash plus top heavy.
