recently I've pushed a friend of mine to get Div 1 since the game was offered for free.
So he just started and I am running gear score 291. I am aware that if I join his group, the enemy level will average. So let's say if he is lvl 2, then when I join the NPCs lvl will be about 15 or so, and one-shot kill him.
But, what happens with NPCs difficulty level, if I would craft all the gear pieces with average level equal to his? And then as he is progressing, I just continue crafting higher level gear for myself. Will then the game make average NPC lvl that equals his lvl and lvl of my gear pieces? Or will the game mechanics still make average from focusing on my actual lvl of experience, disregarding my gear lvl?
It's a long shot, but hey, thought it would be worth asking. Let me know if more info is needed from my side.
And just to clear few things. Deleting one of my 4 characters and starting from scratch is not an option, same as me creating 2nd account. Also, I won't be asking him to join my group just to make lvl boost quickly, cause I do want him to properly experience the storyline.

If I remember correctly it is affected most by the host's level. It averages, but not quite like one would think. I am pretty sure it won't lower the level to lower than 5 levels below the host and/or highest member in the group.
So, in your scenario, with him being 2 and you being 30 the enemies will be 25. You won't be able to group until he has reached Manhattan which is level 3 or 4 generally. Even then, if he joins your game, he'll level at with every few NPC's or boss for the first few levels. If he was level 28, then the NPC's would either be 28 or 29. I hope that makes sense.
I know you addressed this but I am going to say it anyway. I used to do a lot of "incidental power leveling" while playing with friends but I have stopped doing that for players on their first playthru. Otherwise, they'll hit the end game not really knowing how to play the game. I will help someone go from WT0 to WT5 quickly though (just by giving them high level gear while we play).
The best thing in my opinion would have been the 2nd account you mentioned. It isn't hard to do. Use a different email address and set it up on UPlay. It isn't against ToS unless it is used to circumvent an active ban. In my case, I loved the game so much I wanted to keep playing but not much left to do on my existing account.
I now have 3 accounts. One was a day 1 full price Ultimate version. The other was when they had a sale 1.5 years or so ago for ~10 bucks. The last one was the free one a week or two ago. The first one is completely done. All 14 classy sets, plus alternate builds, all optimized. 2nd one is close to that, but I have probably 6 builds left to optimize. I mostly log in now during Global Events, and usually nightly to do the daily combat an daily crafting assignments. The 3rd one I started after getting the free copy. I am at level 22 on my main character. I am purposely leaving one slot unplayed in case a friend wants to start from the beginning.

I have many times joined players on lower levels. And what happens is that NPC level gets averaged. Meaning, they do get killed by NPCs by one or 2 shots. Also, from their side of visibility, a warning sign in form of triangle appears above NPCs heads, indicating that enemies are way above players current lvl status.
But, what you said got me thinking. Maybe it is different "optimization of difficulty" for specific parts of the game. Could it be that difficulty changes while free roaming, doing side missions and similar, and does not change when it comes to main missions/DZ?

yeah, everyone should reach Manhattan on their own. It's like learning to walk, have to do it by yourself.
Your words gave me a great idea that I will definitely implement into my gaming. I WILL actually create the 2nd account, purely for the purposes of starting from lvl 1 with newcomers. I am still not bored with the game. I do lvl 1 to 30 like a tutorial for everything that comes after, but I do find the whole storyline quite amusing. So thank you for that idea!

How come you didn't move completely to Division 2 after completing everything on your 1st account?

I did. Played less than 30 hours when I first got it. I hated it. Then, I bought another copy of TD1 and forgot about it. When WoNY was released, I played it another ~70 hours or so to see how the game had changed/improved in the time since release. Though I didn't hate it, I still didn't care for it much. I probably would have likely popped in periodically to check the changes. But, My new NVMe drive failed recently and I just didn't like it enough to reinstall. It is nice to have plenty of Div Tech, I have tried some really interesting builds when I had a surplus on my 1st account. Most of them were all electronics skills based builds such as Nomad, Final Measure, and Alpha. Then, I also made what I called a "combat medic" where it has decent firepower too. I don't use the latter one much, but it used to be real helpful to help new players learn the ropes of the WSP's two areas (endless wave area). I can't think of the name at the moment, I want to call it Survival which I know isn't right. I got to where I despised that game mode and haven't been in there in years. I want to give an updated on this topic after testing.
Situation - I have joined a group of my friend whose character is lvl 11, he's the group leader. I am as well lvl 11. We're starting the mission Broadway Emporium where enemy lvl is 8
Trigger - In the middle of the mission, another agent joins our group, with gear set 290
Result - Enemy level jumped to lvl 25. Additionally NPCs have a red triangle above their heads with skull in the middle, indicating they are now way more dangerous for players of lower level

So, that plays out how I remembered it. Enemies will be no lower than 5 levels than the highest person in the group. 290 is still level 30. You'll see that triangle when the enemy is also 5 levels above you if I remember correctly. What I don't remember is what happens if someone joins, trigger a boss (like the heavy in Broadway Emporium) then realizes your level and leaves. Does the enemies go back to your level, or do they stay at an impossible level to kill?
One tip, if you are having trouble with the end of that mission with the heavy, you can go down the elevator shaft to trigger the final boss and then go right back up to the balcony. That way he can never get to you and you can shoot with impunity and retreat if needed. Solo it is a little slow, but with 2 or more it is super easy, even under geared and on hard level.
