I think all characters could be both genders. The main reason that genderlock exists is probably Valkyrie- not having a hero named Valkyrie in a Viking-themed game is almost unimaginable, but a Valkyrie is obviously a woman in nord mitology. I don't think there is any other reason- a woman can be just as grossly overweighted as a man (Shugoki), a man can easily wield a Naginata too (Nobushi), a woman can fight with a shord and shield (Warlord) etc. But a Valkyrie is kind of an amazon godess, so it forced genderlock on the game.
He was simply following orders and the second he realized that she betrayed their peace oath he rebelled with the others. I am also confident he would win in a 1v1 fight with Apollyon. Holden was totally okay with Apollyon killing one of their own at the wartable for speaking out, and she was also quite clear about her goal, she couldn't shut up about war. Holden was still following her despite this. The scene where Holden commands the catapult to shoot at Apollyon, her words "At last." seem to be a compliment for him finally standing up to her. If she fights like the level 2 bot she is in the campaign, then she definetely falls to almost any Lawbringer player.
If we check the cutscenes where she fights, here is a rather good representation of her physical strenght:
I know Lawbringers are strong, but she lifted and choked that poor roach with one hand. In the later cutscene where she murders those Officers, it is also visible how strong she is, her blocked attacks bring down her opponents. I don't think there is anyone stronger than her in Ashfeld (narratively, it would have been a better story if the Warden, Mercy or Holden kills her, but I guess they couldn't create a unique knight opponent for the samurai).

I would be okay with the Orochi as the hero, but he had absolutely zero connection with Apollyon, it would have been far better narratively if the Warden could fight and defeat his/her old leader. To be honest, if Ayu, the kensei empress would have fought Apollyon, that would have been a better finale too, at least there was some conversations between them.
The knight campaign wasn't well written, but at least it was consistent, so the ending should have been any of the knights vs Apollyon (hell, even a Stone vs Apollyon or Mercy vs Apollyon fight would have made more impact). The Samurai was pretty boring, and the Viking story was quite pathetic narratively: naked savages shouting Valhalla endlessly, and writing so poorly made that at least three instances made into the starting memes:
1. RAAAIIDEEER (quality voice acting).
2. I don't speak Japanese (what the f?)
3. You are a Raider. Legendary. (like a hundred times, quality boss fight again).
