    HUD "static" = Hunter?

    When running through the open world I still get this occasional "static" where you hear the buzzing and your HUD distorts a little.

    I was under the impression this is a clue that a Hunter is nearby, but in the 10-12 times I've encountered the effect I have never seen a Hunter. Not once.

    Is there something I need to do to get them to spawn or come after me? Is there any benefit to finding one and killing him?

    The Static only lets you know you are in an area that a Hunter quest/activation is performed. Every Hunter in the game needs an activation. Best to search YouTube for "Division 2 Hunters" to find out how to do these.

    OK, thanks all. I did do all the Hunters that were pre-WONY (I think there were 8?), collected the masks and keys and unlocked the Shield Splinterer AR (that immediately become worthless once max level went from 30 to 40).

    I knew there was at least one more from the Lions Eyes (not sure I have all of them yet), but it sounds like they've added several more you can activate.

    There are also hunters out and about in the world watching you. You can notice them while walking out in the open streets, without activating them explicitly. Your hud will get distorted and when you look around, you might see them. Usually they hide somewhere on the rooftops, then they just vanish in a cloud of smoke and your hud will return to normal when you look in their direction. Those random encounters have also been around before WONY.

    I have never once had my HUD go static while in the area of where a Hunter spawns. I had no idea that was a thing. Weird.

    It sometimes happens at certain spots in the open world. Those are not the 'mask hunters'. Like I said, they seem to follow and watch agents and when discovered they just run and vanish.

    I find hunters of this in open world like 3,4 times a day and sucks that you cant fight with them.

    Not every hunter. Scouting hunters trigger this effect too as they don't need a spawn mechanic.
    They are very discreet and stealthy and you have to search for them on roof tops, etc to find them.
    Usually when you do and are close enough, they immediately disappear.

    Not sure if it is still a thing at all, but the open world tracker hunters in DC used to drop the keys (but not the masks) if you managed to kill them. So you could actually get to the special lock box in the white house in an alternative way rather than the going through all the objective hunters. Although you'd miss out on getting the masks unless you went after the objective hunters anyway.
