You will notice that different gear pieces also have different specs. I think it is the gloves that goes to 293 or 295, where most other parts go to 291. I have never understood why they chose that. And also, I don't understand why some things like the mask, has basically 3 rolls but the kneepads have 5 making it much harder to find perfect kneepads than it is to find masks.

Yes, to hit max total gear score of 291 you'll need classified items in every slot and fully optimized weapons too (including handgun).

If you are not familiar with the Classified items, as KnightGhost mentioned, they have a small file folder icon on them. The main differences are:

Higher gear score obtainable once fully optimized.

You can re-roll 2 items vs. 1 on the non-classified version, exotics, and yellow items.

The base stats go higher (F/A, Stam, Ele). Non-classifieds, exotics, and the yellow items only go to 1272 whereas the classified items go up to 1401 when fully optimized.

Non-classified items can only utilize 4 pieces for any given gear set to give you max benefit (though you can mix and match, especially with Ninja Bag exotic) whereas classifieds can utilize up to 6 pieces of the same gear set for additional bonuses. I should note that you can mix and match classifieds and non-classifieds to get up to the 4 piece bonus. But, for the 5th and 6th bonus to become active, all must be classified.

I mentioned the exotic backpack referred to as the Ninja Bag. For a new player, this is one of the best exotics you can find. It "slots in" with any gear set, effectively acting like a matching piece. But, not only that, it can slot in with multiple sets simultaneously. I often run 3 pieces of one gear set, the ninja bag, and 2 pieces of another set. This effectively gives you the full 4 piece of the first set and 3 of the bonuses from the other set. So, early in the end-game, it'll be useful so you can start using gear sets even if you do not have all the pieces. A very handy piece indeed.
