It's not about it happening. It's the way Ubisoft replies to us, and keeps us updates on how the so said investigation is going. As said by some other user, all they do is update their forum thread, and reddit post with "(...) We're still investigating". That does nothing, It's simply an excuse for them to say they're keeping us up-to-date with the situation. For instance, what if someone was power leveled? That person most likely already has BoO upgraded if not half of it, has gone through Dark Zone, and has experienced everything the free game has to offer, they got nothing left to do because Ubisoft is Ubisoft.

almost feel like forcing a refund with paypal, I bought it for a mate too. Lucky I'm in Au and we are quite protected against this type of behaviour.

The way they've been handling this really is inexcusable. This is a major dev and publisher basically going radio silent on a rather big bug that renders peoples purchases ineffective. It's quite right to feel like you are being scammed or stolen from when Ubisoft can't even deign to answer the most basic of questions about what is going on.
From what I've been able to parse is that the free version everyone got was really the "trial" version so I bet that has something to do with no ones DLC or Ubisoft Club rewards showing up and they don't know how to fix it. Or don't care to.
I dont think they are treating the whole fiasco with top priority because most of their attention is on TD2.
One of the way to get things moving would be that this whole situation get spread out wild by media outlet on how Ubisoft has robbed people off their money over something that is apparently not working and they dont treat it with appropriate priority.

Considering its only "fixed" for a select few, they didnt fix anything but applied some bandages and gave people their stuff manually.

Best suggestion, stay away from Ubisoft. Dont buy new games, dont give them money, do not engage with them in anyway.
Finish up the fun you're having with the division if its not broken, walk away and never look back over your shoulder.

Ubisoft cant even bother to update their forums or give us an announcement that they in fact done something and things should work/start to work.
Their company is a joke. Their higher ups like CEO's and investors are straight up after money. Their heart is not with us gamers anymore.
We're nothing more than walking wallets to them
